Published in 1908 by the Department of Commerce and Labor, Bureau of the Census, the book Heads of Families at the First Census of theUnited States taken in the year 1790: North Carolina is a 600-image volume.
During the second session of the First Congress, the First Census act was passed with signature of President Washington on March 1, 1790. The First Census Act collected the following information:
- distinguishing free persons (including those, bound to service for a term of years) from all others;
- the sex and color of free persons;
- the number of free males 16 years of age and over.
How was the census enumerated?
According to this book, the law allowed for nine months to
complete the census by the 17 marshals of the judicial districts of the United
States. The 17 marshals hired and supervised an estimated 650 assistant marshals
to perform the enumerations.
Blank forms were printed in Massachusetts and distributed to the marshals for enumeration. The columns for the census were as follows:
- Names of Head of Household
- Free white males of 1G years and upward, including heads of families.
- Free white males under 16 years.
- Free white females, including heads of families.
- All other free persons.
- Slaves
